MINUTES <br />PLANNING COMMISSION <br />OCTOBER 10, 2024 <br /> <br /> <br /> <br /> <br /> <br /> <br />3 <br />Commissioner Thorson asked and received confirmation that the car wash would remain. <br /> <br />Commissioner Carlson-Clark asked if Flameburger would remain operational the whole time or <br />whether there would be a closure. <br /> <br />Mr. Durray commented that the new facility will be constructed and ready to open, with that staff <br />and business moving over before the existing location is torn down. <br /> <br />Mr. Anderson asked if the dumpster would be located in the back of the restaurant building. <br /> <br />The Community Development Director identified the dumpster for Flameburger, which is behind <br />the building. <br /> <br />Commissioner Thorson asked the status of the watershed review. <br /> <br />The Community Development Director replied that preliminary approval was provided from that <br />agency. <br /> <br /> Thorson introduced the following motion: <br /> <br />RECOMMENDING THE APPROVAL OF REZONING THE PROPERTY A <br />PLANNED UNIT DEVELOPMENT (PUD) OVERLAY DISTRICT, THE <br />EASEMENT VACATIONS AND THE PRELIMINARY AND FINAL PLAT, <br />SUBJECT TO THE FOLLOWING CONDITIONS: <br /> <br />1. ALL ITEMS LISTED BY THE CITY ENGINEER IN THEIR MEMO DATED <br />OCTOBER 3, 2024 SHALL BE ADDRESSED. <br />2. ANY ITEMS FROM THE RAMSEY-WASHINGTON METRO WATERSHED <br />DISTRICT, AND/OR RAMSEY COUNTY SHALL BE ADDRESSED. <br />3. THE APPLICANT SHALL PROVIDE THE CITY WITH AN ADDRESS MAP <br />OF THE PLATTED LOTS. <br />4. THE APPLICANT MUST RECORD A SHARED ACCESS AND <br />MAINTENANCE AGREEMENT FOR THE SHARED DRIVEWAY, THE <br />EASTERN ACCESS POINT IN LOT 2, AND THE EASTERN PARKING <br />LOT. <br />5. THE APPLICANT SHALL CREATE A DEVELOPMENT AGREEMENT <br />WITH THE CITY. <br /> <br /> The foregoing motion was duly seconded by Carlson-Clark. <br /> Ayes (6). Nays (0).
