MINUTES <br />CITY COUNCIL <br />OCTOBER 10, 2012 <br />*APPROVAL OF THE VOUCHERS; <br />*APPOINTMENT OF ABSENTEE BALLOT BOARD & ELECTION <br />JUDGES FOR NOVEMBER 6, 2012 GENERAL ELECTION; <br />*APPROVAL OF 32ND RIDER AGREEMENT WITH ST. PAUL <br />WATER RELATIVE TO RAILROAD TRAIL CROSSING AND <br />AUTHORIZING THE MAYOR AND CITY ADMINISTRATOR TO <br />EXECUTE ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Boss <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />DAR & DAS The City Attorney reported that many of the cases that his office <br />DIVERSION prosecutes (approximately one - third) are related to driving after <br />PROGRAM suspension /revocation. The high number of these cases puts an undue <br />burden on the court system. The Attorney also pointed out that many <br />people need to drive in order to keep their job. The Attorney reported that <br />there is a Driving Diversion Pilot Program available that his office would <br />like authorization to participate in and which addresses these issues. He <br />also noted that the Ramsey County Sheriff's Department is in support of <br />this program for its contracting cities. Under the program offenders would <br />be issued a provisional license that would be valid as long as the person is <br />participating in the diversion program. This pilot program would be run <br />by Diversion Solutions, LLC, a for -profit company. The Attorney <br />reported that, to date, the Cities of Shoreview and Arden Hills are <br />participating. <br />Keis asked if this participation in this program was limited to a first <br />offense. The City Attorney was not sure, but noted that the judge would <br />have to approve offenders for this program. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -10 -177 — APPROVING THE DRIVING <br />DIVERSION PROGRAM SERVICES AGREEMENT WITH <br />DIVERSION SOLUTIONS, LLC AND AUTHORIZING EXECUTION <br />OF THE AGREEMENT BY THE LITTLE CANADA CITY <br />ATTORNEY <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />2 <br />
