MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 14, 2024 <br /> <br /> <br /> <br /> <br /> <br /> <br />3 <br />Mr. Wyland commented that the ladders are typically 30 feet or higher with fencing over the <br />ladder to prevent people from climbing them. <br /> <br />Commissioner Owens noticed a provision for billboards in terms of the proximity to residential <br />properties. He noted that one existing billboard is near the new apartment building proposed. <br /> <br />The Community Development Director commented that as part of that development, the <br />billboard would need to be moved. He noted the sign on 694, which would be under 500 feet <br />from the residential property across the highway, but could be upgraded and remain a <br />nonconformity noting that distance is a bit less concerning because of the sound barrier for the <br />highway. <br /> <br />Chair Johnson asked what would happen if someone wanted to build residential property near a <br />billboard in the future. <br /> <br />The Community Development Director commented that the billboard would not need to <br />retroactively meet the requirement as it was there first. He stated that the County Road B <br />location is unique in those terms as the building will go where the sign is currently located. <br /> <br />Chair Johnson asked if the sign located in the storage area would meet the distance requirement. <br /> <br />The Community Development Director commented that he believes that requirement would be <br />met but was unsure if the buffer from billboard to billboard would be met. <br /> <br />Commissioner Owens referenced the limit on the number of billboards and received <br />confirmation that if one were removed that would present an opportunity for a new sign to come <br />in. It was noted that the request would need to follow the typical review process. <br /> <br />Chair Johnson asked and received confirmation that the City could change the limit from three <br />signs to two signs, as one of the existing signs is going to be removed. <br /> <br />Commissioner Thorson referenced the Vadnais regulations and specific signs that overhang <br />parking. <br /> <br />The Community Development Director stated that the language would typically prevent a sign <br />from being constructed in a parking area. He stated that the mini storage is a bit more unique <br />and if the Commission is comfortable with that location, staff could draft language that would <br />allow that. He stated that if the Commission is comfortable with placing a sign in a parking area, <br />they could require a certain height to ensure vehicle clearance. <br /> <br />Chair Johnson stated that her only thought would be snow and ice accumulation that could fall <br />onto vehicles. <br />
