MINUTES
PLANNING COMMISSION
NOVEMBER 14, 2024

4
Commissioner Haluptzok stated that perhaps the mini storage site could be distinguished because
it is a gated and private parking area compared to a public retail parking lot.

Chair Johnson stated that she would tend to think the signs would be fine in a driveway or
parking area.

Mr. Wyland stated that they have not had an issue with ice or snow, noting that they are located
in a lot of parking lots or driveways. He guessed in the case of the mini storage that the sign was
perhaps there first and the buildings were then constructed as they typically would want to be a
bit more out of the way.

Commissioner Masrud commented that he would support lowering the number of allowed signs
to two as he does not like billboards very much in general. He stated that perhaps it is not much
of an issue given the buffer zones and where signs could be located.

The Community Development Director commented that the likely placement would be along 694
near the Vadnais sign that almost encroaches on the border, as signs outside of the city
jurisdiction would not count in the buffer requirement.

Chair Johnson moved to permanent signage and asked for comments.

Commissioner Masrud referenced the integral signs and asked for clarification, as six square feet
is a small size.

The Community Development Director stated that in his experience the integral signage is
typically used for churches with the date established. He noted that is more of an architectural
feature in addition to the wall signage. He stated that they could clarify that under six square feet
would not require a permit while over six square feet would require a permit.

Chair Johnson moved to temporary signs and welcomed input.

Commissioner Masrud stated that the math for temporary signage for new businesses does not
seem to work out.

The Community Development Director confirmed that does not and suggested removing the gap.

Commissioner Masrud agreed with eliminating the gap for new businesses. He commented that
the reorganization and clarification were great.

Chair Johnson asked if the Commission has a preference for 32 or 36 square feet.

Commissioner Kulousek suggested allowing up to 36 square feet.
