MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 14, 2024 <br /> <br /> <br /> <br /> <br /> <br /> <br />5 <br />Commissioner Masrud agreed with selecting the more permissive option. <br /> <br />Chair Johnson referenced the cap of three noncommercial signs and confirmed that would <br />include political signs. <br /> <br />The Community Development Director commented that there is no limit for the period leading <br />up to the election and for ten days following the election, as required by State law. <br /> <br />Commissioner Lum referenced the brick wrap of the signpost and asked if that is the current <br />requirement or whether that would be the new requirement. <br /> <br />The Community Development Director clarified that the existing billboards have just a metal <br />pole, whereas the new requirement would require the brick wrap. <br /> <br />Chair Johnson commented that almost all of the highway frontage in Little Canada is interchange <br />and therefore the history of not allowing billboards has been the thought that people should be <br />paying attention to the roads in those locations. <br /> <br />Commissioner Thorson commented that he did not see a reason to reduce the billboard cap to <br />two, given the buffer requirements that may provide that limit on its own. He stated that if the <br />signs could meet the buffer requirements, it could be allowed. <br /> <br />Chair Johnson suggested that the buffer from other billboards include billboards in other <br />municipalities. She confirmed the consensus of the Commission in support of the changes as <br />discussed. <br /> <br /> Masrud introduced the following motion: <br /> <br />RECOMMENDING THE APPROVAL OF ORDINANCE 901 TO REPEAL AND <br />ADOPT CHAPTER 916: SIGNS, OF THE LITTLE CANADA ZONING CODE WITH <br />THE AMENDMENTS AS DISCUSSED <br /> <br /> The foregoing motion was duly seconded by Owens. <br /> Ayes (8). Motion passed. <br /> <br />PLANNING CASE 1435 – CANNABIS ORDINANCES – ORDINANCES #903, 904, 905 <br />The Community Development Director presented background information on the legalization of <br />adult-use cannabis and the establishment of the Office of Cannabis Management (OCM). He <br />reviewed the different types of cannabis businesses and the items the City is allowed to regulate. <br />He presented a summary of the proposed ordinance as well as information on allowed zoning <br />districts, conditional uses, and competing applications. <br />
