An approved license issued by the State of Minnesota’s Office of Cannabis <br />Management to a cannabis retail business. <br />L. Temporary Cannabis Event. A secured event, or a secured portion of a larger separately <br />licensed event, devoted to cannabis activities as permitted by state law and local regulations. <br /> <br />827.020 Initial Zoning Compliance Check. <br />A. Zoning Verification. Pursuant to Minn. Stat. 342, within 30 days of receiving a copy of a <br />state license application from OCM, the City of Little Canada shall certify on a form provided <br />by OCM whether a proposed cannabis business complies with local zoning ordinances and, if <br />applicable, whether the proposed business complies with the state fire code and building code <br />B. Registration. Successful approval of a site for zoning compliance does not guarantee approval <br />of local registration for retail locations. A complete application for retail registration must still <br />be applied for and obtained by a retail business before operations can begin. <br /> <br />827.030 Consent to Registering of Retail Cannabis Businesses. <br />A. Registration Required. No individual or entity may operate a state-licensed cannabis retail <br />business within the City of Little Canada without first registering locally with the City of Little <br />Canada <br /> <br />B. Non-Registered Sales Civil Penalty. Any state-licensed cannabis retail business that sells to a <br />customer or patient without a valid local retail registration shall incur a civil penalty of (up to <br />$2,000) for each violation. <br /> <br /> <br />827.040 Limiting of Retail Registrations. <br />The City will not issue more than one (1) cannabis retail registration per 12,500 residents, as <br />determined by the most recent state demographer’s estimate. This cap on registrations does not <br />apply to a medical cannabis combination business with a retail endorsement or a lower-potency <br />hemp edible retailer. <br /> <br />827.050 Minimum Buffer Requirements. <br />A. Buffer Requirement. The City of Little Canda prohibits local registration of a new cannabis <br />business on a premises with a property line within 500 feet of the property line of any of the <br />following: <br />1. School <br />2. Daycare <br />3. Residential Treatment Facility <br />4. An attraction within a public park that is regularly used by minors, including a playground <br />or athletic field.
