<br />Little Canada City Code 827-5 <br /> <br /> <br /> <br />B. Fees <br />1. A registration fee, as established in the City of Little Canada’s fee schedule, shall be <br />charged to applicants depending on the type of retail business license applied for. <br />2. An initial retail registration fee shall not exceed half the amount of an initial state license <br />fee under Minn. Stat. 342.11, The initial registration fee shall include the initial registration <br />fee and the first annual renewal fee. <br />3. A renewal retail registration fee shall not exceed half the amount of a renewal state license <br />fee under Minn. Stat. 342.11 and shall be charged at the time of the second renewal and <br />each subsequent renewal thereafter. <br />4. A medical combination business operating an adult-use retail location may only be charged <br />a single registration fee, not to exceed the lesser of a single retail registration fee, defined <br />under this section, of the adult-use retail business. <br />5. The local registration fee shall be non-refundable once processed. <br /> <br /> <br />827.070 Local Registration Application Review Procedure and Criteria. <br />A. Purpose Statement. The City of Little Canada recognizes the significant public interest in <br />establishing retail cannabis operations within its jurisdiction. In compliance with Minnesota <br />state law, the City must respond to retail cannabis applications within 30 days of submission. <br />Given that only one dispensary is permitted, the City has developed a structured application <br />process with clear submission requirements and evaluation standards to ensure a fair and <br />transparent selection. These guidelines are established to protect the public health, safety, and <br />welfare of Little Canada residents. <br />B. Review Period. After the first application for a cannabis retail registration is submitted and <br />determined to be complete, the City will accept other applications for a period of eight (8) <br />calendar days before beginning review. <br />1. The City shall post on its website that it has received a complete application and state the <br />deadline for other applications to be submitted. <br />2. The deadline shall be 5:00 PM on the eighth day. <br />C. Scoring. Should more than one (1) application be received within the review period, City Staff <br />will review the applications and assign scores based on the criteria provided in this Section. <br />1. Applicants will receive one (1) point for each of the following standards that they meet: <br />(a) If the proposed location will only be used for the retail sale of cannabis. <br />(b) If the proposed location is zoned I-1 – Limited Industrial. <br />2. Applicants will receive (5) points if they meet the following standard: <br />(a) If the proposed location is a single-tenant building, rather than where two or more <br />business uses are located within one structure or on one property.
