MINUTES <br />CITY COUNCIL <br />JUNE10,2026 <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />The City Administrator and Schwalbach rejoined the discussion. <br />LAHA FUND DISTRIBUTION AGREEMENTS FOR LOPE DEVELOPMENT AFFORDABLE SENIOR <br />HOUSING PROJECT <br />The Community Development Director explained that this is one of two final sets of actions for <br />the City Council to take on the proposed development at 99 County Road B East, a 106-unit, 100 <br />percent affordable senior multi -family apartment complex. He summarized the background <br />information and previous approvals provided by the City, noting that a financial incentive of up to <br />$200,000 was identified to facilitate the viability of this development. Staff initially evaluated <br />utilizing tax increment financing (TIF) to fill this gap, and it was determined that utilizing Local <br />Affordable Housing Aid (LAHA) was determined to be a more efficient and appropriate tool. Resolution declared adopted. <br />METROPOLITAN COUNCIL LIVABLE COMMUNITIES DEMONSTRATION ACCOUNT PROGRAM <br />GRANT SUBRECIPIENT AGREEMENT FOR LUPE DEVELOPMENT AFFORDABLE SENIOR <br />HOUSING PROJECT <br />The Community Development Director provided background information on the grants received <br />through the Metropolitan Council's Livable Communities Demonstration Account (LCDA) <br />program for the 106-unit affordable senior housing development at 99 County Road B. The City <br />applied for these grants on behalf of the developer and secured these funds across consecutive <br />grant cycles to support the overall financial viability of the project. Because the City acts as the <br />applicant and primary grantee, it serves as the intermediary entity responsible for passing these <br />funds through to the project. He explained that in order to streamline administration, reporting, <br />and regional compliance, these awards are being rolled into a single subrecipient agreement <br />11 <br />
