MINUTES <br />CITY COUNCIL <br />JUNE 10, 2026 <br />totaling $922,500 and recommended approval as presented. He stated that the applicant is <br />looking to close on the property this month and begin construction in July. <br />Kwapick asked when the City would receive the funds from the Metropolitan Council. The <br />Community Development Director stated that the City would never receive the funds, as this is a <br />reimbursement program, and the developer will submit its requests for reimbursement to the <br />Metropolitan Council. <br />Schwalbach introduced the following resolution and moved its adoption: <br />RESOLUTION NO.2026-6-84 — APPROVING THE LIVABLE COMMUNITIES <br />DEMONSTRATION ACCOUNT (LCDA) SUBRECIPIENT AGREEMENT, COMPRISED OF <br />THE FOLLOWING FIVE DOCUMENTS, FOR THE 106-UNIT LITTLE CANADA SENIOR <br />APARTMENTS PROJECT AT 99 COUNTY ROAD B EAST, AND AUTHORIZING THE <br />MAYOR AND CITYADMINISTRATOR TO EXECUTE ALL APPLICABLE DOCUMENTS ON <br />BEHALF OF THE CITY. <br />• THE LOAN AGREEMENT BETWEEN THE CITY OF LITTLE CANADA AND LC <br />APARTMENTS, LP, WHICH ROLLS THE 2024 (4901000) AND 2025 <br />($432,500) ALLOCATIONS INTO A SINGLE $922,500 PROGRAM LOAN; <br />• THE PROMISSORY NOTE IN THE PRINCIPAL AMOUNT OF $922r500 <br />EXECUTED BY LC APARTMENTS, LP; <br />• THE COMBINATION MORTGAGE, ASSIGNMENT OF LEASES AND RENTS, <br />SECURITY AGREEMENT, AND FIXTURE FINANCING STATEMENT EXECUTED <br />BY LC APARTMENTS LP, GUARANTY COMMERCIAL TITLE, INC., AND THE <br />CITY; AND <br />• THE SUBORDINATION AGREEMENT BY THE CITY AND LC APARTMENTS, LP IN <br />FAVOR OF THE U.S. BANK TRUST COMPANY, NATIONAL ASSOCIATION (AS <br />FISCAL AGENT) AND ALLIANZ LIFE INSURANCE COMPANY OF NORTH <br />AMERICA (AS SENIOR FUNDING LENDER) <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />RESOLUTION OF SUPPORT FOR METRO MICRO PROGRAM EXPANSION <br />The Community Development Director stated that Metro Transit recently approached staff <br />regarding their intent to apply to the Metropolitan Council's Regional Solicitation program for <br />increased funding to expand their Metro Micro on -demand transit service, which operates as an <br />affordable, localized, shared -ride public option that functions similarly to a commercial rideshare <br />service, allowing users to request real-time curb -to -curb rides via a mobile app or telephone. To <br />strengthen their competitive standing for this regional funding opportunity, Metro Transit <br />requested a formal letter of support from the City before the grant submission deadline at the <br />end of June 2026. While staff will fulfill this request, a formal resolution from the City Council <br />provides an even stronger signal of local support to the grant reviewers. <br />Miller asked if there are limitations on who can use the service. The Community Development <br />Director confirmed that anyone can use the service regardless of age and/or disability. <br />Mayor Fischer stated that it is his understanding that when the service is offered, residents could <br />get a ride anywhere within Little Canada but could not go from Little Canada to St. Paul.
