<br /> <br /> Staff Report <br /> <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Bill Dircks, Public Works Director <br /> <br />Date: June 22, 2026 <br /> <br />Re: Purchase of Speed Monitoring Trailer <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• Approve purchase of speed monitoring trailer from All Traffic Solutions for $9,034. <br /> <br />Background: <br />The city purchased a speed board in 2015 with the intention of mounting it on speed signs on <br />different roads on a rotating basis. This was an effort to show drivers their speed while <br />passing to bring awareness to potential speeding on city streets. <br /> <br />After a few rotations, it was determined that it would be easier to mount the sign on a trailer <br />and leave it on a street for a week or so, then move it to a new street. Public Works staff <br />purchased a trailer and rigged up a mounting system for the sign. The sign was in service for <br />close to ten years but had limitations, mainly battery life. When staff put the trailer on busier <br />roads like Little Canada Road, the battery died after only a couple of days because the sign <br />had a limited battery life for a limited number of vehicles. This low battery life caused <br />significant staff time to transport the sign for consistent recharging. While the city’s method <br />was less expensive than purchasing a properly manufactured trailer-mounted sign, staff time <br />was lost, and the sign's effectiveness was diminished. <br /> <br />Staff worked with All Traffic Solutions to obtain a price quote for a speed-monitoring sign <br />trailer and received a quote of $9,034. The trailer includes a speed-display sign, an app with a <br />mobile user interface, a strobe light for vehicles exceeding the speed-limit, a trailer with an <br />integrated solar panel that can charge the sign's battery, a changeable, stationary speed limit <br />sign, and a three-year warranty. <br /> <br />The trailer allows the sign to be placed in the same location for at least a week, and the trailer <br />can be easily moved from site to site, and is made for this application. Staff believes the more <br />robust trailer with solar charging will make for a more effective sign and has proven popular <br />around town. Many residents call and request that the sign be used on their street to help curb <br />speeding. <br /> <br />The speed monitoring sign and trailer are on the Sourcewell contract, so they have been <br />competitively bid, resulting in a $1,059.86 discount. <br /> Strategic Priority: <br />N/A
