<br /> <br /> Staff Report <br /> <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Eric Seaburg, City Engineer <br />Bill Dircks, Public Works Director <br /> <br />Date: June 22, 2026 <br /> <br />Re: County Road B Lift Station and Force Main Upgrades – Approve Plans <br />and Authorize Bidding <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• Final construction plans for the County Road B lift station and force main upgrades, <br />and authorize project bidding. <br />Background: <br />The city has owned and operated a sanitary sewer lift station and force main in the <br />southwest corner of the city, between Hwy 36 and County Road B, since approximately <br />1970 (installed with city Project 70-4). One of the city’s eight lift stations, the County Road <br />B lift station serves approximately 80 acres and customers that include Abbott <br />Laboratories, Joe’s Sporting Goods, Cub Foods, Roseville Harambee Middle School, and <br />the planned Lupe Senior Housing Development at 99 County Road B. A project location <br />map is included for reference. <br /> <br />The initial lift station that was installed in 1970 was replaced with a new precast concrete <br />structure and replacement pumps in 2000. The existing 4-inch-diameter force main that <br />carries wastewater under Hwy 36 to Viking Drive is still original, dating to 1970. <br /> <br />As part of the proposed Lupe Senior Housing Development, in 2023, city staff performed a <br />full evaluation of the lift station and force main infrastructure to determine if it could handle <br />the project flows from the incoming development. The analysis concluded that the existing <br />infrastructure is both undersized and nearing the end of its useful life, indicating that both <br />an expansion and rehabilitation be completed. As such, a lift station improvement project <br />was included in the 2026-2035 Capital Improvement Plan for completion in 2026. The <br />developer of the Lupe Senior Housing Development agreed to partially fund the project, an <br />amount that was previously negotiated to be $200,000. <br /> <br />The improvements include a new 8-inch force main across Highway 36, along with <br />shallowing and slightly re-routing the gravity sewer main coming from County Road B into <br />the lift station to increase the capacity of the existing wet well. New, more efficient pumps <br />will be installed along with an aerator to keep the water moving in the wet well, which <br />decreases the formation of grease chunks and other solids that can be trouble for the <br />pumps. <br /> <br />
