Staff Report To: EDA President Fischer and Officers of the Economic Development Authority From: Ben Harrington, AICP, Community Development Director Bryce Shearan, City Administrator Mike Thompson, Bolton and Menk Cody Flannery, AICP, Bolton and Menk Date: June 22, 2026 Re: 2828 Condit Street Redevelopment – Update on Progress & Engagement Actions To Be Considered: No formal action. This report includes an update on study progress and ongoing community engagement efforts. Background: At the March 25, 2026, City Council EDA Workshop, Council directed staff to consult Bolton & Menk, Inc. to assist with public engagement, site visioning, and the development of an RFP for future developers of the 2828 Condit Street Site – a six-parcel site of approximately 4.9 acres. The site includes the following parcels (PIDs): • 062922410029, • 062922410002, • 062922410003, • 062922410004, • 062922410005, and • 062922410006 (The detailed packet of city-owned properties can be found in the May 25 packet) Zoning and future land use guidance: Current uses on the site include a single-family home (rented), a community garden, and undeveloped land. All parcels within the 2828 Condit Street Site study area are currently C-1 General Commercial. Future land use guidance for these parcels is currently Commercial. At the March 25, 2026, City Council meeting, Council direction was to study the suitability of land uses that would substantially contribute to the city’s tax base. Study deliverables and progress: The final Vision Plan and Development RFP are expected to be delivered at the August 12 EDA meeting. Interim deliverables to city staff include: • Existing conditions and community context - Completed • Development scenario exploration - Underway through mid-July. • Development RFP - Drafting in mid-July.
