Hanson <br />MEMORANDUM <br />TO: Mayor Blesener & Members of City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: November 9, 2012 <br />RE: MnPass — Potential City Conditions of Approval <br />The Council has set a public hearing for 7:30 p.m. on Wednesday, November 28th to <br />consider granting Municipal Consent to the proposed MnPass project on I -35E from <br />Little Canada Road to Maryland. The City may impose conditions on our approval. <br />MnDot can choose to accept the conditions or reject them and move to an appeal process. <br />Here is a listing of conditions that have been discussed for consideration (Note: Maps are <br />attached with letters below shown in their respective locations): <br />A. Remove brush from fence and established plantings on I -35E right -of -way <br />along Country Drive from Water Works area to Little Canada Road. <br />B. In consideration for the impacts to Country Drive, replace City's 15" storm <br />sewer inlet on Country Drive in association with MnDot storm sewer piping <br />replacement occurring in this same area. This work would be done at no cost to <br />the City. We would prefer the current CMP be replaced with HDP. <br />C. Also related to the storm sewer piping work that impacts Country Drive, MnDot <br />is to ensure the traffic disruption impacts to Country Drive will be kept to a <br />minimum. MnDot will coordinate this work with Little Canada and <br />accommodate all reasonable requests of the City to minimize disruption. <br />D. Install and stabilize fill along Country Drive to provide sufficient grade <br />elevation to permit in the installation of a six foot sidewalk separated from the <br />curb line by at least six feet on the west side of the Country Drive right -of -way <br />from its current terminus on the south side of the Waterworks right-of-way to an <br />appropriate transition point on the north side of the Waterworks right -of -way. <br />1 <br />
