E. Install a six -foot wide sidewalk along Country Drive from its current terminus
on the south side of the Waterworks right -of -way to the east entrance of the
Terrace Heights Mobile Home Community.
F. Reimburse the City for its cost to upgrade the Little Canada Road Bridge in
2010. MnDot claimed this bridge was not in the Unweave the Weave project
area and required the City to enter into a Cooperative Agreement (No. 95132 —
S.P. 6280 -357) to have the outdated fencing removed from the concrete
sidewalls and to paint the bridge & abutments. Given all of the work that has
been done in this corridor and paid for by MnDot, it isn't fair to the residents of
Little Canada that they had to fund 50% of the costs for basic bridge
improvements that should have been part of the. (The total costs for the project
totaled $126,961.20 less the $50,000.00 reimbursement from MnDot for a City
share of $76,961.20.)
G. Repaint all wooden sound barrier and concrete retaining walls installed as part
of the Unweave the Weave project within the City of Little Canada by no later
than October 15 °i, 2013. The paint on these walls started peeling within the first
year. We have been told that the reason this is occurring is due to faulty
specifications that required pressure washing the walls before painting. This
added moisture has resulted in the premature paint failure. The failure of the
paint creates a negative impression of our community and needs to be corrected
now. Little Canada should not have to wait while MnDot finds another funding
source to address this type of problem.
H. Coordinate sound barrier construction at Little Canada Road & I -35E
southbound on ramp to meet opposing concerns of Gopher Electronics and
residential properties in that neighborhood.
1. Remove sand plume from northeast corner of Savage Lake where old MnDot
storm sewer pipe discharged.
J. Install sound barrier from south end of existing wall on the east side of I -35E to
a line that would intersect with McMenemy Avenue. While installation may not
meet MnDot thresholds, it appears other walls that would have been required
may not be installed. Therefore, from a cost standpoint, MnDot is no worse off.
From Little Canada's perspective, major roadways, one on the north end of the
city, one on the south, and one that splits us in half impact our community.
While we have been supportive of MnDot transportation initiatives, we have
been negatively impacted more than most suburban communities.
K. Subject to verification of residents' desires, remove the proposed sound barrier
on the west side of I -35E from the a line that coincides with the north entry
point of Nature Way from Viking Drive. In lieu of this wall, install an
evergreen planting arrangement with appropriate density and evergreens of at
least 10 feet in height. Additional materials should also be used to create a
2
