visual screen for the residents of Heather Oaks Townhomes. The final
landscape plan is to be approved by the majority of those residents and the City.
L. Provide Little Canada three percent (3 %) enhancement money based on the
costs of sound barriers constructed in our community as part of this project.
Little Canada to work with MnDot on the specific enhancements to be
implemented.
M. Install additional sound barrier extension to the east in the Twin Lake area (fly-
over bridge & railroad tracks vicinity) that met criteria under Unweave the
Weave but existing grades prevented installation. City to provide the easements
to allow construction of the wall extensions. Should easements not be available,
then no wall to be constructed.
N. Install sound barrier in front of Quebec Apartments that was deleted by the
Unweave the Weave project.
O. Provide sufficient funding to Ramsey County to pay for the overlay of Rice
Street from just north of County Road B2 to Market Place Drive. It is our
understanding that MnDot has asked Ramsey County to delay reconstruction of
this road segment given it will be an alternate route due to the impact of the
MnPass project. The pavement is in poor condition and should be improved if
the proposed reconstruction project is to be delayed until 2016. Ramsey County
and its taxpayers should not have to pay to make this road surface acceptable
due to a delay in the reconstruction project caused by MnDot's MnPass
endeavor.
By copy of this memo, I have made Jennifer Read, our MnDot Area Engineer, aware of
this listing. If she feels we should discuss this List prior to the hearing on the 28th, I would
recommend we call for a workshop to be held on Monday, November 196, subject to
your availability.
3
