Hanson <br />MEMORANDUM <br />TO: Mayor Blesener and Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: November 9, 2012 <br />RE: Paperless Agenda Policy <br />Pursuant to Council direction, staff is proposing the following policy relative to the implementation <br />of a paperless agenda system for the City Council. <br />Devices: <br />Each member of the City Council will be provided an allowance of up to $500 every two years to be <br />used to purchase a device of their choosing for downloading /viewing agenda packets in paperless <br />formats. A device could be an ipad, a laptop, or another tablet brand. The device chosen will then <br />be the personal property of the elected official. The allowance amount will be reviewed every two <br />years and be adjusted as necessary to allow for the acquisition of sufficient devices. <br />The $500 amount was arrived at based on the price of an ipad 2 (16 gb) of approximately $430 with <br />tax plus apps for PDF editing and another for accessing Laserfiche. Those two apps should cost no <br />more than $20 total. While one could argue that a higher allowance should be made given the cost <br />of ipad 3's ($660 plus tax), this policy was drafted with the goal of achieving a paperless agenda <br />packet. Given that goal, being one generation behind still accomplishes that goal without <br />degradation of functionality. If an elected official wishes to purchase a device with more features, <br />they would bear the cost over the allowance amount. <br />Payment of the allowance will occur after the elected official provides documentation of the <br />expenditure(s) up to the allowed amount. Expenditures are allowed for the device itself and any <br />appropriate application to aid in the viewing of the agenda and for making notes on same. The <br />elected official will own the device and each member will be responsible for maintaining their <br />device at their own cost. Each member will also be responsible for purchasing any applications <br />needed to view /make notes on agenda materials. The City will also provide wireless access at City <br />Hall for use by the elected officials to download materials. Each member will be responsible for <br />knowing how to utilize the device.
