For the purposes of the upcoming City Council meeting, staff hopes to use this material <br />as a discussion guide to accomplish two primary objectives. First, we would like to <br />know whether the standards identified in the chart are acceptable to serve as the <br />applicable zoning regulations (or if not, what should be changed), and second, if the <br />format and presentation of the material is effective, or again, if not, what can be <br />improved. <br />Staff is working on the accompanying diagrams that will illustrate the requirements, and <br />is also planning to prepare a series of photographs that help identify the issues in <br />enforcement that staff (and thus neighbors) can face. It is expected that those materials <br />will be available in the additions to the agenda, if not with this report. <br />Following the Council discussion, staff will prepare an ordinance format, along with <br />related amendments that will be necessary to other sections of the zoning ordinance. <br />Those amendments will primarily consist of clarifications and references to the new <br />material. <br />Summary and Recommendation <br />No specific recommendation is made at this point. These issues have come up over <br />time in numerous locations throughout various neighborhoods. Initially, staff prepared <br />more focused amendment language, however, it was apparent that most proposed <br />changes raised new issues with either existing language or called out other gaps. <br />Consequently, the table was devised with the hope that we would be able to consolidate <br />all of the elements of the code in a single format that could be examined either by the <br />type of equipment being kept, or the location a property owner may have to keep <br />something.
