MINUTES PLANNING COMMISSION NOVEMBER 8, 2012 ADJOURN The survey does not indicate the existence of any current easements or other impediments to subdividing or developing the parcels as proposed. The Planner noted the City is not able with the information submitted to certify that the lots are buildable. It will be the responsibility of the buyer of the lots to make this determination. Duray asked if the City Engineer should review this proposed property division. The City Planner indicated that the City Engineer does not typically review simple subdivisions. I-Ie again noted that the perimeter drainage and utility easements will be provided as part of the subdivision. Hall asked about the City's inability to certify the lots as buildable and asked if that was common. The City Planner replied that the City does not require applicants to submit soil data, and again indicated that it will be the buyer's responsibility to make the determination that the property is buildable. The Planner indicated that this is common with other cities as well. The Planner noted that soils information is required for larger plats in which new infrastructure is proposed to determine that locations where streets and utilities will be installed are buildable. Murphy recommended approval of the Property Division subdividing Lots 13 through 19, Block 2, North Heights into two single - family lots as requested by North American Banking Company subject to compliance with the recommendations of the City Planner as outlined in his November 2, 2012 report and declaring that in subdividing this property the City is not certifying that the lots are buildable. Motion seconded by Hall. Motion carried 5 — 0. Duray recommended that the meeting be adjourned. Motion seconded by Hall, Motion carried 5 — 0.
