MINUTES <br />CITY COUNCIL <br />NOVEMBER 14, 2012 <br />*CERTIFY DELINQUENT UTILITY, FALSE ALARM, & <br />ABATEMENT BALANCES TO PROPERTY TAXES; <br />*APPROVAL OF 2013 CONTRACT WITH DEPARTMENT OF <br />CORRECTIONS AND AUTHORIZING THE MAYOR AND CITY <br />ADMINISTRATOR TO EXECUTE ON BEHALF OF THE CITY; <br />t4 WARD BID FOR INTERCEPTOR 1 -LC -421 IMPROVEMENT <br />PROJECT AS RECOMMENDED BY THE CITY ENGINEER; <br />*APPROVAL OF NON - WAIVER OF LMCIT TORT LIABILITY <br />LIMITS <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />CANVASS The City Administrator reviewed the 2012 Municipal Election results <br />MUNICIPAL noting the re- election of Mayor Blesener with 3,748 votes, and the <br />ELECTION re- election of Council Members McGraw and Montour with 2,850 and <br />RESULTS 2,780 votes respectively. <br />The Administrator noted that the City has 5,559 voters during the 2012 <br />General Election and processed 1,180 new registrations. The voter turnout <br />is estimated at 84% for the City utilizing the number of registered voters at <br />7 a.m. on Election Day and adding in the number of new registrations. <br />The Administrator reported that the upcoming City newsletter will include <br />an article detailing both municipal election results as well as other key <br />races impacting the City. <br />Keis asked the number of absentee ballots that were processed. The <br />Administrator estimated that number at 600 and explained the absentee <br />process. He commented that while it would take legislative action, it was <br />his opinion that shifting from absentee voting to early voting would result <br />in less chance for error on the part of the voter as well as reduced costs for <br />the processing of these ballots. <br />Blesener noted that in calculating the voter turnout at 84 %, there is no <br />factor for those voters that have moved out of the City and register and <br />vote in other municipalities. Therefore, the actual voter turnout is greater <br />than the 84 %. <br />Boss introduced the following resolution and moved its adoption: <br />2 <br />
