MINUTES <br />CITY COUNCIL <br />NOVEMBER 14, 2012 <br />CANADA WHICH PROHIBITED THE APPLICATION FOR AND /OR <br />THE ISSUANCE OF LICENSES OR ZONING APPROVALS, <br />AND /OR THE OPERATION OF NEW BUSINESS PREMISES FOR <br />THE FOLLOWING USES: AUTOMOBILE REPAIR, MINOR; <br />AUTOMOBILE REPAIR, MAJOR; AUTOMOBILE REPAIR, <br />SALVAGE; NEW OR USED AUTOMOBILE SALES, INDOOR; NEW <br />OR USED AUTOMOBILE SALES, OUTDOOR SALES LOTS; <br />JUNKING OR SALVAGE OF AUTOMOBILES, AND /OR THE SALES <br />OF USED PARTS FROM USED OR SALVAGE VEHICLES <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />MN PASS The City Administrator reported that at the November 28th Council <br />LANE meeting a public hearing will be held for the City to consider granting <br />municipal consent to the MN PASS Lane project that will extend through <br />Little Canada along I -35E. In preparation for that hearing, City staff has <br />prepared a listing of potential City conditions of approval as directed by <br />the City Council. Those conditions were submitted to MN DOT for <br />review, and they have expressed concern about the list. The Administrator <br />recommended that a workshop meeting be held with MN DOT to review <br />and discuss the list in detail prior to the November 28" public hearing. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -11 -197 — CALLING A WORKSHOP <br />MEETING FOR MONDAY, NOVEMBER 19, 2012 AT 5:30 P.M. TO <br />REVIEW POTENTIAL CONDITIONS OF APPROVAL FOR MN <br />PASS LANE WITH MN DOT <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The Administrator noted that there will not be adequate time to publish the <br />notice of the workshop, but indicated that it will be posted on the City's <br />web site and the legal newspaper will be informed. This workshop is open <br />to the general public who can attend and comment. <br />With regard to the proposed sound walls along I -35E, the Administrator <br />reported that MN DOT has submitted the results of their survey of <br />impacted property owners relative to whether or not they want sound <br />walls. The Administrator indicated that the City will do a follow -up <br />5 <br />
