Services <br />Overall Quality of Servs. Provided <br />Fiscal Mgmt. and Health of City <br />78% <br />94% <br />43% <br />90% <br />82% <br />- Excellent to Good <br />- Excellent to Good <br />- Excellent to Good <br />- Excellent to Good <br />- Excellent to Good <br />The City Administrator noted that Code Enforcement received the lowest <br />rating, pointing out that in the 2011 Community Survey the level of code <br />enforcement was rated at "about right ". It was also pointed out that the <br />City's Code Enforcement Officer has been filling a position in the Finance <br />Department for just over a year and will be returning to her code <br />enforcement duties. <br />The Administrator reported that the upcoming newsletter will include an <br />article detailing survey results. Those results will be submitted to the <br />State next year to meeting the requirement for State Performance Aid. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -11 -195 — ACCEPTING THE RESULTS OF <br />THE CITY'S PERFORMANCE AID SURVEY AS PRESENTED BY <br />THE CITY ADMINISTRATOR <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that in reviewing the amended <br />moratorium ordinance that was recently adopted which excludes auto <br />repair minor and major from the moratorium, some citation errors were <br />identified. The Administrator indicated that the ordinance before the <br />Council this evening corrects those errors and recommended adoption. <br />Blesener noted that the amendment clarifies that Council's intent to <br />exclude Auto Repair Minor and Major from the moratorium. The <br />Administrator replied that that was correct and was an action taken by the <br />Council at the request of some of the Ryan Industrial Park property <br />owners. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -11 -196 — ADOPTING ORDINANCE NO. 738 <br />AMENDING ORDINANCE NO. 2012 -9 -733 ESTABLISHING A <br />TWELVE MONTH MORATORIUM WITHIN THE CITY OF LITTLE <br />4 <br />
