The request for outdoor storage is more <br />commonly associated with a commercial auto repair use. <br />CONCLUSION <br />The applicant is proposing to continue the existing auto repair hobby use on the <br />property until it is sold. The renter, as well as two to three other associates, is on the <br />site repairing vehicles Monday through Friday, throughout the entire workday. Minor <br />auto repair, as a business, is not a permitted use in the PUD District. <br />The applicant is also proposing outdoor storage in the rear yard of lot, adjacent to the <br />railroad. The outdoor storage area has not been delineated on the site plan, and no <br />screening is proposed. <br />ALTERNATIVE ACTIONS <br />Regarding the request for an interim PUD permit, the City has the following options: <br />Motion to approve the PUD Permit, based on a finding that the proposed use <br />may be temporarily supported by the site. <br />2. Motion to deny the PUD Permit, based on a finding that the proposed use not <br />consistent with the intent of the PUD District. <br />RECOMMENDATION <br />Regarding the request for an interim PUD permit, staff is concerned with the current <br />auto repair use on the site. The hours of operation, number of peop-e on site, and <br />nature of the use appear to more consistent with a business than a hobby operation. <br />Staff is also concerned with the proposed outdoor storage. No details have been <br />provided as to the exact location and size of the outdoor storage area, and no screening <br />is proposed. The applicant has acknowledged these issues, and is proposing that the <br />use be allowed for a temporary period pending sale of the property. <br />While a permit for an interim use can be a convenient zoning tool, it can also sometimes <br />be difficult to terminate a use once the permit expires. However, such permits can also <br />allow for the phase-out of an activity over time, inducing a property owner to seek a new <br />use. Due to the lack of public complaints over the use of the property, it may be <br />reasonable to grant the PUD permit for interim use with clear conditions about <br />termination and re-use of the property. <br />If the City determines that the proposed interim PUD permit is appropriate, staff <br />recommends that approval be subject to the following conditions: <br />22 3 <br />
