would like to see the site redeveloped in a manner consistent with the Comprehensive <br />Plan. <br />The single family home on the site is currently vacant, but had formerly been a rental <br />property. The applicant also rents the warehouse/garage to a tenant who uses the <br />space to repair cars and other vehicles. The applicant has stated that this operation is <br />not a business, but a hobby use. The current tenant would like to continue using the <br />warehouse. The property owner would make the house available to the tenant for the <br />use of the restroom and access to running water. Under a typical building code <br />arrangement, restroom facilities would be required in the warehouse building. <br />Both the rental residential use and the "hobby" auto repair use were established without <br />proper zoning approvals. The City has been working on enforcement efforts to remove <br />the illegal uses from the property. This application is the applicant's response to a <br />portion of those enforcement efforts. <br />The applicant is also requesting approval for outdoor storage in the rear yard of the site. <br />The garage/warehouse tenant would utilize a portion of the rear yard, adjacent to the <br />railroad tracks for additional workshop space and outdoor storage of materials. <br />Outdoor Storage. In the PUD District, all permitted, permitted accessory, and <br />conditional uses contained in the provisions for other zoning districts are permitted <br />uses. However, open and outdoor storage is typically regulated as a conditional <br />accessory use, allowed by conditional use permit. As such, the following requirements <br />typically apply: <br />1. The area is fenced and screened from view of neighboring residential uses or <br />residentially zoned property. <br />2. Storage is screened from view of the public right of way. <br />3. Storage area is paved with asphalt, concrete, or other material approved by <br />City Council. <br />4. All lighting shall be hooded and so directed that the light source shall not be <br />visible from the public right of way or from neighboring residential uses, and <br />shall be in compliance with Section 903.020 I of the Zoning Ordinance. <br />5. The storage area shall not occupy any space required for conformity to the <br />parking regulations of the Zoning Ordinance. <br />6. The provisions of Section 921.010.C are considered and satisfactorily met. <br />While the location of the storage area on the site may provide a moderate level of <br />screening, no fencing or additional landscaping is proposed. The applicant has not <br />provided details as to the exact size and location of the outdoor storage area, making it <br />difficult to properly evaluate. <br />Staff is concerned with the request to allow outdoor storage, as the proposed use has <br />been identified as a hobby. The site appears to have adequate storage space in the <br />garage to support a hobby use. Moreover, outdoor storage is a use that is not typically <br />zi z <br />
