MINUTES <br />CITY COUNCIL <br />NOVEMBER 28, 2012 <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -11- 211 — APPOINTING COUNCIL <br />MEMBERS BOSS AND MONTOUR TO THE VETERANS' <br />MEMORIAL COMMITTEE <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />COMMISSION The City Administrator reported that the current practice has been that <br />INTERVIEW commission applicants are interviewed by the Parks & Recreation <br />PROCESS Commission Chair and Parks & Recreation Director for that particular <br />commission and the Planning Commission Chair and City Administrator <br />for that commission. The City Council then makes commission <br />appointments based on recommendations received from those conducting <br />the interviews. The Administrator reported that the current process could <br />continue, or the City Council could conduct the interviews. Blesener <br />suggested that rather than the entire Council, two Council representatives, <br />along with the Chair or Vice Chair of the respective commission, conduct <br />the interviews making a recommendation to the entire Council for <br />appointment. <br />It was the consensus of the Council that Mayor Blesener and Council <br />Member McGraw will conduct commission applicant interviews, then <br />making appointment recommendations to the entire City Council. <br />DONOVAN The City Administrator reported that Donovan Construction has obtained <br />CONSTRUCTION an appraisal of their property, with that appraisal amount corning in lower <br />UPDATE than the County market value. He noted that the County market value was <br />used as the basis of the City's offer to purchase the Donovan property. <br />The Administrator reported that the purchase is somewhat complicated in <br />that there is a cell tower on this property and an income stream to <br />Donovan Construction for the cell tower lease. The Administrator <br />reported that Donovan Construction has informed the City that they have <br />received an offer for the purchase of the cell tower lease at a significant <br />price. Donovan has provided the City with a copy of that offer. The offer <br />amount is greater than the income stream generated by the current lease. <br />The lease has approximately 8 years to run including one renewal option. <br />The Administrator reported that there are companies that will review <br />tower leases to determine their value. The Administrator indicated that as <br />part of his research of this issue, he has identified a company that will do <br />this for the City at a cost of $2,000. <br />13 <br />
