MINUTES <br />CITY COUNCIL <br />NOVEMBER 28, 2012 <br />Blesener noted the recommendation that action on municipal consent be <br />tabled at this time so that the City and MN DOT can work through the list <br />of conditions that the City has submitted. The City Administrator <br />indicated that the City will have up to 90 days to work on the matter. Ile <br />indicated that this matter would be placed on the December 19°i Council <br />agenda either for final action or for staff to provide an update. <br />Upon motion by Keis, seconded by Boss, the public hearing was closed. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -11 -204 — TABLING ACTION ON THE <br />GRANTING OF MUNICIPAL CONSENT FOR MN DOT PROJECT <br />#SP 6280 -367 (I -35E MNPASS LANE) IN ORDER FOR THE CITY <br />AND MN DOT TO WORK THROUGH THE LIST OF CONDITIONS <br />THAT THE CITY HAS REQUESTED RELATIVE TO THIS <br />PROJECT <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />AMENDMENT Blesener opened the public hearing to consider an Amendment to the <br />TO ZONING Zoning Code, Chapter 902 General Provisions, relating to the <br />CODE — regulations for the parking of vehicles on residential properties. <br />PARKING <br />ON The City Planner reported that the Planning Commission considered the <br />RESIDENTIAL proposed ordinance amendment this fall and recommended approval. He <br />PROPERTIES noted that issue of parking regulations on residential properties was <br />brought forward from City staff as staff had looked at ways to enforce the <br />current standards. The Planner noted that in looking at the ordinance, <br />conflicts in various sections were identified. The Planner felt that upon <br />further review of the various text amendments that were being considered, <br />these amendments were not achieving the needed results. The Planner <br />indicated that, as a result, he put together the table that the Council has <br />before it as well as a graphic that shows the various scenarios that are <br />allowed. The Planner reviewed these two documents in detail. He also <br />indicated that the table and graphic could be made a part of the code. The <br />Planner indicated that there was still some additional work that needed to <br />be done, and indicated there are some additional issues that need Council <br />direction. <br />The Planner indicated that the first issue relates to recreational vehicle <br />parking and storage. He noted that some communities do not allow RV <br />parking /storage on residential properties. Little Canada's allows RV <br />7 <br />
