MINUTES <br />CITY COUNCIL <br />NOVEMBER 28, 2012 <br />parking on the driveway and storage on the property with designated <br />setbacks. The second issue is that under current City Code there is very <br />little that is not allowed to be parked or stored as long as specific setbacks <br />are met. The Planner felt that Council direction was needed on these two <br />issues. <br />Keis noted the varying setback relative to height. The Planner indicated <br />that a 10 foot setback is required relative to a 10 foot height and a 3 foot <br />setback relative to a 6'6" height. The Planner pointed out that most homes <br />are built right up to the 10 foot setback minimum; therefore, not many <br />properties would be able to store an RV in the side yard. Keis pointed out <br />that the result would be RV storage in the back yard. <br />McGraw pointed out that the Code addresses certain storage on a seasonal <br />basis and asked if seasons were defined. The Planner indicated that a <br />seasonal definition would have to be included in the Definitions Section of <br />the Code. <br />Blesener asked if the graphic included proposed changes or reflected the <br />current Code. The Planner replied that the graphic included some <br />proposed changes. <br />The City Administrator reported that the current Code allows a property <br />owner to pave within 3 feet of the property line, but noted that there are <br />some things that cannot be stored within 3 feet of the property line. The <br />Planner noted that storage of materials is not allowed within 3 feet of the <br />line, but it is common to see storage on these paved areas. The Planner <br />suggested that one option would be to address this reality and allow <br />storage of materials within 3 feet provided that storage is screened. The <br />Administrator noted the pictures that the Council has before it showing <br />various examples of storage situations that exist in the City. <br />Keis noted that the graphic the Planner prepared does not address the <br />situation of a detached garage behind a house. The Planner indicated that <br />he will add that illustration to the graphic. <br />The consensus of the Council was to hold a workshop on this matter to <br />discuss the various issues in more depth and invite the Planning <br />Commission and the Code Enforcement Office to the workshop. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -11 -205 — CONTINUING THE PUBLIC <br />HEARING ON THE PROPOSED AMENDMENT TO ZONING CODE, <br />CHAPTER 903 GENERAL PROVISIONS, RELATING TO THE <br />REGULATIONS FOR THE PARKING OF VEHICLES ON <br />8 <br />
