While we have been <br />supportive of MnDot transportation initiatives, we have been negatively <br />impacted more than most suburban communities. <br />This area does not meet criteria for sound barrier installation. After <br />considerable discussion, it was decide that a visual barrier should be <br />established in this area with significant plantings from a special funding <br />allocation that does not reduce dollars available for landscaping on the <br />balance of the project area. This is further subject to the area being <br />adequate to support the plantings and if this proceeds, the design is to be <br />coordinated with the City and neighborhood. <br />K. Subject to verification of residents' desires, remove the proposed sound <br />barrier on the west side of I -35E from a line that coincides with the north <br />entry point of Nature Way from Viking Drive. In lieu of this wall, install <br />an evergreen planting arrangement with appropriate density and <br />evergreens of at least 10 feet in height. Additional materials should also <br />be used to create a visual screen for the residents of Heather Oaks <br />Townhomes. The final landscape plan is to be approved by the majority <br />of those residents and the City. <br />If the wall is removed, install a visual barrier in this area with <br />significant plantings (evergreens of at least 10' in height) from a special <br />funding allocation that does not reduce dollars available for landscaping <br />on the balance of the project area. The design is to be coordinated with <br />the City and neighborhood. <br />L. Provide Little Canada three percent (3 %) enhancement money based on <br />the costs of sound barriers constructed in our community as part of this <br />project. Little Canada to work with MnDot on the specific enhancements <br />to be implemented. <br />MnDot will accommodate. <br />M. Install additional sound harrier extension to the east in the Twin Lake area <br />(fly -over bridge & railroad tracks vicinity) that niet criteria under <br />Unweave the Weave but existing grades prevented installation. City to <br />provide the easements to allow construction of the wall extensions. <br />Should easements not be available, then no wall to he constructed. <br />This work is not in project area and therefore not eligible for the <br />expenditure offunds. However, MnDot will evaluate additional sound <br />reduction options in this area (use of construction barriers on bridge <br />was one items discussed) and review the sound source study to determine <br />the significant noise source (lower freeway lanes versus flyover bridge). <br />4 <br />
