MINUTES <br />CITY COUNCIL <br />NOVEMBER 19, 2012 <br />N. Install sound barrier in front of Quebec Apartments that was deleted by the <br />Unweave the Weave project. <br />This work is not within the project area and not eligible for the <br />expenditure offunds. <br />This item is removed from the list. <br />O. Provide sufficient funding to Ramsey County to pay for the overlay of <br />Rice Street from just north of County Road B2 to Market Place Drive. It <br />is our understanding that MnDot has asked Ramsey County to delay <br />reconstruction of this road segment given it will be an alternate route due <br />to the impact of the MnPass project. The pavement is in poor condition <br />and should be improved if the proposed reconstruction project is to be <br />delayed until 2016. Ramsey County and its taxpayers should not have to <br />pay to make this road surface acceptable due to a delay in the <br />reconstruction project caused by MnDot's MnPass endeavor. <br />MnDot did not agree to this item, but the City Council emphasized it is a <br />key issue for Little Canada. Further discussion of this item will occur <br />with Ramsey County before we act on consent. <br />The City Administrator reported that it is will be staff's recommendation <br />that the public hearing on municipal consent be held on November 28th, <br />and that action then be tabled to give the City an opportunity to finalize <br />the conditions list with MN DOT. He pointed out that the City has up to <br />90 days from the date of the hearing to finalize these conditions. The <br />Administrator also pointed out that the conditions list is an effort to protect <br />Little Canada from both a short -term and long -term perspective relative to <br />this project. <br />Read indicated that they will take the listing to MN DOT management for <br />review and comment and will report the outcome to the City Council and <br />City Administrator. <br />There being no further business, the workshop meeting was adjourned at <br />6:40 p.m. <br />Attest: <br />William B e ener, Mayor <br />anson, City Administrator <br />5 <br />
