CITY <br />ADMINIS- <br />TRATOR'S <br />PERFORMANCE <br />EVALUATION <br />MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />DECEMBER 19, 2012 <br />Pursuant to due call and notice thereof a workshop meeting of the City Council <br />of Little Canada, Minnesota was convened on the 19th day of December, 2012 <br />in the Council Chambers of the City Center located at 515 Little Canada Road in <br />said City. <br />Mayor Bill Blesener called the meeting to order at 6:30 p.m. and the following <br />members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor <br />Council Member <br />Council Member <br />Council Member <br />ABSENT: <br />Mr. Bill Blesener <br />Mr. John Keis <br />Mr. Mike McGraw <br />Mr. Rick Montour <br />Council Member Ms. Shelly Boss <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Clerk Ms. Kathy Glanzer <br />Mayor Blesener noted that the purpose of this evening's workshop is to <br />review the City Administrator's 2012 performance. He noted the <br />accomplishments listing that was submitted by the City Administrator. <br />The Administrator noted that the accomplishments listing as outlined in his <br />December 21, 2012 memo are the accomplishments of the entire City team. The <br />Administrator suggested that the workshop begin with a discussion of one of the <br />City's goals, that is construction of a new Public Works facility. He reviewed in <br />detail his December 14, 2012 report outlining the current status of that goal as it <br />is tied to redevelopment of the Owasso /Woodlyn area. He noted that with the <br />pending acquisition of the Donovan Construction site, a redevelopment is <br />becoming more likely. However, it is challenging to provide a parcel for the <br />City's use without knowing how the rest of the site will develop, especially <br />factoring in potential issues of existing grade differentials, the need for <br />additional properties for new access, the need for a road to serve the City's <br />Public Works site, providing for storm drainage, and extending utilities. The <br />Administrator expanded on each of these individual uses as outlined in his <br />report. <br />The City Administrator reported that he met with representatives of McGough <br />Construction this past Monday and suggested to them that the redevelopment of <br />
