The <br />Administrator explained that one use of this redevelopment area may be more <br />efficient in terms of the grade, access, and utility issues outlined in the report. <br />The Administrator also pointed out that development by single -user likely <br />results in the City avoiding an outlay of costs associated with these issues. He <br />also noted that there are two alternative sites that would be suited to the <br />development of a new Public Works facility. Those are the Schrier property on <br />Spruce Street and the adjacent Precision Tree property. The Administrator felt <br />that developing the Public Works facility on an alternate site would give the <br />City more time to work on the redevelopment of the Owasso /Woodlyn area. <br />The Administrator reported that in his discussions with McGough, they felt that <br />there is a market for several buildings on the redevelopment site provided that <br />there is an outdoor storage component. The Administrator pointed out that some <br />TIF analysis would have to be done given that building coverage is a key <br />element in making the redevelopment work. The Administrator felt that TIF <br />would work with one large user and an outdoor storage component, depending <br />on the amount of building coverage. McGough indicated that they would do <br />some analysis and work on some scenarios and would bring them to the City in <br />the middle of January. <br />The Administrator reported that he has talked to the owners of the Schrier <br />property as well as the Precision Tree property and it may be possible that either <br />of these sites are available. The Administrator noted that there would likely be <br />modifications necessary to the Precision Tree building. Both of these sites are <br />zoned Industrial -Park (I -P) District. Either of the sites would be large enough, <br />and the Administrator reported that soil corrections had been done on the <br />Precision Tree site when that building was constructed. He indicated that he <br />would discuss the status of soil corrections with the owners of the Schrier <br />property. <br />With regard to the issue of outdoor storage needs for Public Works, the <br />Administrator indicated that most of the Public Works' equipment and materials <br />would be stored inside. There may be minimal need for outdoor storage of rock <br />or dirt, but the Administrator felt that the I -P limitation of 10% outdoor storage <br />area relative to building size could be met. <br />The Administrator reported that the County's estimated market value for the <br />Schrier property is $607,500 and for the Precision Tree property $605,000. <br />The Council discussed the location of the Public Works facility at an alternative <br />site, and agreed that relocating the facility outside the Owasso /Woodlyn area <br />was preferred. The Council discussed development of Public Works on the <br />Schrier property versus Precision Tree property and felt either could be a <br />workable alternative. <br />2 <br />
