MINUTES <br />CITY COUNCIL <br />DECEMBER 19, 2012 <br />felt that the Administrator should explore additional opportunities in this area to <br />benefit both himself and the City. <br />The Council agreed that the overall rating they give the City Administrator's <br />performance is that of exceeding expectations. Blesener noted the positive <br />recognition that the Administrator receives from both neighboring communities <br />and residents. He pointed out the financial stability of the City. Keis agreed <br />that under the Administrator's direction, the City is stable and financially sound. <br />McGraw noted that the Administrator communicates well with the Council and <br />he has put together a good staff. City Hall has a welcoming environment, and <br />Montour stated that he has never heard from a disgruntled employee. Montour <br />stated that the Administrator makes his job as an elected official easier. <br />Montour thanked the Administrator as well as City staff. <br />Blesener noted the need to decide on the Administrator's 2013 salary, and given <br />time constraints, the workshop was continued to later in the evening, following <br />the regular Council meeting. <br />The Council temporarily adjourned the workshop at 7:26 p.m. <br />The Council reconvened the workshop meeting at 9:20 p.m. <br />The Council discussed the City Administrator's 2013 salary in detail, with the <br />consensus of the Council being that the practice of providing for additional <br />compensation at the end of a given year should be phased out and discontinued. <br />The Council noted, however, that should future additional compensation be <br />considered in the future, the basis of that compensation should be related to an <br />established set of criteria. <br />After detailed discussion, the Council agreed and approved $2,000 in additional <br />compensation for the City Administrator for 2012 performance, as well as a <br />2013 base salary of $114,000.
