MINUTES <br />CITY COUNCIL <br />DECEMBER 19, 2012 <br />concern expressed relative to the amount of outdoor storage that McGough <br />might suggest, but the Council acknowledged the need to wait for more <br />information from McGough on that issue. The Council instructed the City <br />Administrator to proceed as discussed. <br />The Council then turned to the performance appraisal forms used as a guideline <br />in rating the Administrator's 2012 performance. With regard to Organizational <br />Management, the Council agreed that the Administrator exceeds expectations (E <br />rating) in this area. Comments made related to City Hall being well run, staff <br />members do not require a lot of supervision, the two most recent hires appear to <br />be excellent employees, and the 2012 accomplishments listing was impressive. <br />With regard to Fiscal /Business Management, the Council noted that the City <br />Administrator was more involved in budget preparation this year given the <br />Finance Director transition. The Council commended the Administrator on his <br />knowledge and expertise relative to the fiscal management of the City. They <br />noted the financial health of the City, and that the budget is an open book. The <br />Council commented on the need for more frequent financial reporting to the <br />Council over the course of the year. The Administrator agreed that there is the <br />need for quarterly financial reporting, pointing out that this is one of the items <br />outlined in the City's Fiscal Policy. He indicated that he and the Finance <br />Director will be working to put this reporting in place during 2013. <br />The Council then discussed "Relationship with the Mayor /Council" with the <br />consensus being that the Administrator exceeds expectations in this area. With <br />regard to "Long Range Planning" the Council rated the Administrator at either <br />meeting expectations or exceeding them. Montour noted that with the work the <br />City does on short -terms goals, there is little time left for long -range planning. <br />Keis noted that the Council has not defined what it considered to be long -range <br />planning. Montour agreed, and indicated that he considered short -term planning <br />to cover periods of up to three years. He also noted that the City does very well <br />at opportunistic goals. McGraw felt the shortcoming in this area was that of the <br />Council as it has not defined its expectations in this area. <br />With regard to "Public Relations ", the Council's consensus was that the <br />Administrator exceeded expectations. The Mayor noted that he receives <br />positive feedback from the general public regarding the Administrator and City <br />staff With regard to "Intergovernmental Relations ", the consensus was that the <br />Administrator ranked somewhere between meeting expectations and exceeding <br />them. The Administrator's involvement with local and state jurisdictions as well <br />as the League of MN Cities Insurance Trust was noted. It was felt that the <br />Administrator did what was necessary in this regard. <br />The Council then discussed "Professional /Personal Development" and the <br />consensus was that the Administrator met expectations in this regard.
