MINUTES <br />CITY COUNCIL <br />APRIL 9, 2008 <br />Waite pointed out that before the curb and gutter was added to Lakeshore <br />and Old County Road C, there was 1,000 feet of rain water garden along <br />the street providing treatment for run-off. Waite indicated that former <br />Council Member Scalze opposed the curb and gutter feeling that the result <br />would be that water would get into the lake too fast. Waite referred to the <br />April 4`" report of the Public Works Superintendent in which he states that <br />the Watershed believes that a rain water garden at the corner of Lakeshore <br />and Old County Road C would be the best option to help improve water <br />quality into the lake. Waite was not sure where there would be room to <br />place the rain water garden. <br />Waite also noted that the storm sewer drain pipe is up and out of the water <br />by about one foot. He also noted that Scalze had recommended some <br />years ago that a fishing pier be installed on Savage Lake. He questioned <br />why that proposal would be made if the lake had only ever been three feet <br />deep. <br />Waite stated that his main concern is how much sediment is in the lake, <br />not how much water. Waite felt that borings should be done to determine <br />the depth of the sediment and pointed out that the deltas at the inflow <br />pipes are solid sediment. <br />The Administrator asked if Waite is claiming that the lake basin has filled <br />with two to three feet of sediment over the last four years. Waite felt this <br />has happened over perhaps the past ten years. Waite stated that he did not <br />want to argue the point, but asked the City to prove to him that this is not <br />the case. The City Adminishator pointed out that it is the Watershed's <br />position that the lake basin has not filled with this amount of sediment. <br />Waite stated that he just wants to see the lake come back, again expressing <br />concern about the pollutants going into the lake, as well as the apparent <br />confusion between the Watershed and the DNR relative to lake levels. <br />Allan noted that the Watershed will be setting up a meeting with Mr. <br />Waite. Allan asked if that was acceptable to Waite or was it his feeling <br />that everyone was letting him down. Waite felt that everyone was letting <br />him down. He indicated that the piece of information that needs to be <br />determined is how deep the sand is in the lake. <br />The City Administrator pointed out that the City Engineer has walked the <br />inlet areas in waders probing the delta areas. These areas are solid, but are <br />confined to around the inlets. The City Engineer has determined that the <br />sedimentation problem is not as extensive as Mr. Waite believes it is. <br />Blesener suggested that, based on this information, if any dredging would <br />be necessary it would only be at the pipe locations and not the entire lake. <br />4 <br />
