MINUTT/S
CITY COUNCIL
APRIL 9, 2008
The Administrator pointed out that only non-native material would be
dredged. He also noted that apparently Mr. Waite is contending the
velocity of the flow coming down the pipe allows the inflow to disburse
into the lake and mix with the rest of the materials in the lake. Waite
indicated that he has walked 40 feet out into the lake and it is hard sand.
Waite asked how deep the deltas are, feeling that this is a keep piece of
information that needs to be determined. Waite felt there must be a
change in the storm drainage system to address the sedimentation issues
with Savage Lake.
Allan suggested that one of two Council Members could attend the
meeting with the City, Watershed, and Mr. Waite. There was also
discussion of the testing of water samples taken to determine what is being
dumped into the storm sewer system at the Middle School. Allan noted
that the Watershed does water quality testing, and suggested that that
information can be obtained for Savage Lake. Allan felt that the issues
raised need to be resolved for the residents of the area.
There was additional discussion relative to lake levels, as well as the
previous gate system on Savage Lake that kept the lake at an artificially
high level, and how that system had been managed over the years.
McGraw suggested that it might be beneficial for the property owners to
work as a group to control the lily pads at their shoreline based on the
information that was presented by the Watershed at the neighborhood
meeting that they held on this issue. Waite noted that harvesting at the
shoreline only provides a 10 foot clear zone around the shore with no
relief in the middle of the lake. Blesener pointed out the island in the
middle of the lake.
Blesener suggested that the meeting with the Watershed include City staff,
representatives from the School District, Mr. Waite and any other
interested property owners. Waite agreed with Allan that one or two
Council Members should be involved as well. Allan and McGraw
volunteered to attend the meeting.
Paul Huot, 2670 Lakeshore Avenue, reported that when he purchased his
property in 1994, Savage Lake was usable. Huot reported that storm water
drainage from the highway has gone into Savage Lake for years. He also
reported on the condition of other storm water inlets into the lake. Huot
agreed with Waite that the wetland area at the corner of Demont and
Jackson Sheet used to have open water and is now full of sediment. Huot
felt that something had to be done about the condition of Savage Lake. He
felt a through review of the inlets should be done. Huot suggested there
should be a holding pond at the end of any inlet into a body of water.
