CITY OF LITTLE CANADA <br />RESOLUTION # <br />LAYOUT APPROVAL — MUNICIPAL CONSENT <br />I -35E MNPASS PROJECT # S.P. 6280 -367 <br />WHEREAS, the Commissioner of Transportation has prepared a layout for improvements to <br />I -35E from Maryland to Little Canada Road within the Cities of St. Paul, Maplewood, and Little <br />Canada and seeks approval thereof; and <br />WHEREAS, said layout is on file in the Minnesota Department of Transportation office located <br />at 1500 County Road B2, Roseville, Minnesota, being marked, labeled, and identified as Layout <br />No. lA S.P. 6280 -367 from Maryland to Little Canada Road; and <br />WHEREAS, MnDot has agreed to indirectly provide reimbursement to the City for its cost to <br />upgrade the Little Canada Road Bridge in 2010. The reimbursement to the City will be <br />accomplished by MnDot paying for 576,961.20 in additional costs for Ramsey County that will <br />be part of a cooperative agreement. Ramsey County will then provide an equal credit to the City <br />for costs the City would have incurred on a 2013 Ramsey County /Little Canada project; and <br />WI- IERIAS, MnDot has agreed via State Project #6280 -379 to repaint all wooden sound harrier <br />and concrete retaining walls installed as part of the Unweave the Weave project within the City <br />of Little Canada by no later than October 15th, 20I3; and <br />WHEREAS, MnDot will evaluate noise sources and noise reduction options in the area of the <br />Unweave the Weave flyover bridge that impacts the Twin Lake arca neighborhood in Little <br />Canada, and <br />WHEREAS, MnDot will enter into a Memorandum of Understanding with the City to <br />cooperatively address local concerns not specifically addressed in the project layout including, <br />but not necessarily limited to those items identified as follows: <br />1. The addition of turn lanes and pedestrian ramps at Little Canada Road interchange with <br />I -35E to ensure traffic flow through this area is handled as efficiently as possible given <br />this will be a key jumping off /jumping on point for I -35E. It is tentatively understood <br />that MnDot will pay for pedestrian ramp modifications and Ramsey County will cover <br />the costs of turn lanes /signal improvements. <br />2. The addition of turn lanes at Little Canada Road and Edgerton Street (specifically north <br />bound Edgerton left turn on to Little Canada Road, east bound Little Canada Road <br />right turn on to Edgerton, south bound Edgerton right turn on to Little Canada Road) <br />given the increased traffic flow that will occur at this intersection due to the <br />construction of the MnPass project. The City anticipates that MnDot will fund the cost <br />for this work and the improvements should be made in the summer of 2013 and in <br />coordination with other Little Canada Road Improvements contemplated by Ramsey <br />County, <br />2 <br />
