3. In the Cities of Little Canada and Roseville, Rice Street (County Highway 49) from <br />County Road 132 to County Road C2 shall be improved in a sufficient manner that <br />addresses existing surface deficiencies that were to have been resolved by a <br />reconstruction project that is being delayed to accommodate traffic re- routing <br />associated with the MnPass project. Said improvements shall be completed in the 2013 <br />construction season with MnDot and Ramsey County to agree on the specific nature of <br />the improvements and cost sharing arrangements. <br />4. The City and Ramsey County will determine pavement degradation on the alternate <br />City and County routes that the traveling public will utilize during MnPass <br />construction. Deterioration of the pavement condition caused by increased traffic <br />diverted by the MnPass project to the local system will be determined by the local <br />agencies in accordance with their pavement management programs. A reasonable <br />remediation to the local system deterioration caused by increased traffic volumes and <br />pavement degradation and changed striping of the roadway segments shall be part of <br />the Memorandum of Understanding. The determined deterioration on the local system <br />will be negotiated in good faith by all parties involved. <br />5. The City and /or Ramsey County will require signal timing changes as necessary on <br />local routes to improve travel times and reduce delays as all parties agree. Timing <br />plans will need to be developed and approved by the local agencies at MnDot's <br />expense. Signal timing after the project will return to the original signal timing that <br />existed prior to the MnPass project or as modified by the Local agency; with MnDot <br />responsible for the costs in re- establishing timing patterns. <br />6. Any restriping of the roadway segments to accommodate additional traffic during the <br />MnPass Project will require MnDot to restripe the existing roadway and to re- establish <br />the pavement condition to a level equal to or better than existed prior to the restriping. <br />7. MnDot is required to provide adequate traffic modeling and project staging /phasing on <br />the State Highway system and the local system. The City Council will be advised of <br />the findings of the modeling and staging /phasing prior to construction. The City may <br />have input pertaining to the MnPass project traffic modeling and project <br />staging /phasing and it may be necessary for MnDot to change the project or project <br />phasing to address the concerns of the impacted cities and /or the County. The City will <br />be concerned that access by our residents and businesses to the interstate system is not <br />unduly restricted during the project. If determined by the City or County it may be <br />necessary for MnDot to provide temporary traffic control on local routes by either <br />installing temporary signals, stop signs or to arrange for law enforcement to direct <br />traffic during peak periods during phases of the project at MnDot cost. <br />8. If signal systems or signage on local routes need to be modified to accommodate <br />changes to the roadway configuration, MnDot will be responsible to pay for these <br />changes and to return them to their original condition.
