Hanson
MEMORANDUM
TO: Mayor Blesener and Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: January 4, 2013
RE: Little Canada Road — Burying of Power Lines
We need to reach a decision as to whether or not we will be burying power lines on Little
Canada Road in association with the project planned for this summer. At our meeting of
October 24th, the Council asked for some more details in terms of project costs /timing.
Here is an update as to where things currently stand:
Road Project Cost Sharing:
Total Project Cost w/o Power lines or easement acquisition:
Total — $1,289,315
City Share — $343,234 — 26.6%
County Share — $946,081 — 73.4%
The County has reviewed the cost allocations and this split appears fairly solid. Keep in
mind it does not include acquisition of easements for sidewalk. In our 2013 Budget has
$381,000 programmed in. Plus, if we are successful in trading dollars between MnDot
and the County, another $76,000 could be in play. Finally, we will be levying some type
of assessments that would provide some additional resources.
Power Line Cost:
Estimate from I -35E to McMenemy - $419,077.
Estimate from McMenemy to east side of cemetery - $201,000 (prorated based on earlier
estimate). Payment for these costs can be handled through a Community Facility
Requested Surcharge (CRFS). For the $419,077 option, I'm attaching the surcharge
amounts that would be collected over a 36 month period. If we add the additional
amount, it would appear the monthly charges would increase by about 50 %. [ believe
1
