MINUTES <br />CITY COUNCIL <br />DECEMBER 27, 2012 <br />dollar offset equal to or greater than the amount indicated <br />below. Background: MN DOT claimed this bridge was not in <br />the Unweave the Weave project area and required the City to <br />enter into a Cooperative Agreement (No. 95132 — S.P. 6280- <br />357) to have the outdated fencing removed from the concrete <br />sidewalks and to paint the bridge & abutments. Given all of <br />the work that has been done in this corridor and paid for by <br />MN DOT, it isn't fair to the residents of Little Canada that <br />they had to fund 50% of the costs for basic bridge <br />improvements that should have been part of the project. The <br />total costs for the project totaled $126,961.20 less the <br />$50,000.00 reimbursement from MN DOT for a City share of <br />$76,961.20. <br />Discussion will return to this item, when Jim Tolaas is available. <br />D. Repaint all wooden sound barrier and concrete retaining walls <br />installed as part of the Unweave the Weave project within the <br />City of Little Canada by no later than October 151h, 2013. The <br />paint on these walls started peeling within the first year. We <br />have been told that the reason this is occurring is due to faulty <br />specifications that required pressure washing the walls before <br />painting. This added moisture has resulted in the premature <br />paint failure. The failure of the paint creates a negative <br />impression of our community and needs to be corrected now. <br />Little Canada should not have to wait while MN DOT finds <br />another funding source to address this type of problem. (We <br />have been assured that that a contract for this work will be let <br />before June 30, 2013. With appropriate documentation, this <br />item can be removed from the listing.) <br />Norris reported that MN DOT is agreeable to this condition and <br />reported that a contract will be let for this work. He provided a <br />form that indicated a $1,000,000 allocation for this work. <br />E. Coordinate sound barrier construction at Little Canada Road <br />& I -35E southbound on ramp to meet opposing concerns of <br />Gopher Electronics and residential properties in that <br />neighborhood. <br />The City Administrator reported that Virginia Smith, resident on <br />the abutting Savage Lake on the east side of the freeway has <br />requested that the sound barrier on that side of the freeway extend <br />as far north to Little Canada Road as possible. <br />2 <br />
