MINUTES <br />CITY COUNCIL <br />DECEMBER 27, 2012 <br />McGraw questioned what the sight lines would be at Little <br />Canada Road. Norris reported that there is standard criteria for <br />sight lines, and suggested that he bring that criteria as well as a <br />visuals for review. <br />F. Evaluate the source and potential removal of the sand plume <br />from northeast corner of Savage Lake where it is believed an <br />old MN DOT storm sewer pipe discharged. Input from the <br />Minnesota Department of Natural Resources will be <br />considered in determining whether removal shall occur or not <br />assuming it discharged from MN DOT's pipe. <br />Norris reported that this issue has been evaluated, but he was not <br />sure of the final recommendation at this time. <br />G. Install visual barrier from south end of existing wall on the <br />east side of I -35E to a line that would intersect with <br />McMenemy Avenue. This should be done with significant <br />plantings with a special allocation of funding for this work in <br />the project's budget that does not reduce landscaping available <br />to the overall project area. MN DOT shall coordinate this <br />effort with the City to ensure planting is significant and <br />feasible in the designated area. <br />Norris reported that $300,000 has been planned for landscaping, <br />and he is asking for an additional $100,000 in the landscaping <br />budget. Norris noted that landscaping would occur after project <br />completion, likely 2017. <br />H. Subject to verification of residents' desires, remove the <br />proposed sound barrier on the west side of I -35E from the line <br />that coincides with the north entry point of Nature Way from <br />Viking Drive. In lieu of this wall, install an evergreen <br />planting arrangement with appropriate density and evergreens <br />of at least 10 feet in height with a special allocation of funding <br />for this work in the project's budget that does not reduce <br />landscaping available to the overall project area. Additional <br />materials should also be used to create a visual screen for the <br />residents of Heather Oaks Townhomes. The final landscape <br />plan is to be approved by the majority of those residents and <br />the City. <br />The City Administrator reported that a letter was sent to the <br />impacted property owners outlining the above and asking for any <br />comments to the contrary.
