MINUTES <br />CITY COUNCIL <br />DECEMBER 27, 2012 <br />L. <br />MN DOT should add (fund the cost of) turn lanes and pedestrian <br />ramps at Little Canada Road interchange with I -35E to ensure traffic <br />flow through this area is handled as efficiently as possible given this <br />will be a key jumping off /jumping on point for I -35E. <br />M. MN DOT should add (fund the cost of) turn lanes at Little Canada <br />Road and Edgerton Street given the increased traffic flow that will <br />occur at this intersection due to the construction of the MnPass project. <br />This work should be done in the summer of 2013 and in coordination <br />with other Little Canada Road Improvements contemplated by Ramsey <br />County. <br />Items K, L, and M were reviewed. Tolaas reported that the MN <br />Pass Lane project is a design /build project that will have a two to <br />three year construction timeframe. Modeling will be done as the <br />project progresses, and there will be times that changes will be <br />made based on current traffic impacts. As a result, Tolaas felt that <br />items K, L, and M and the others suggested by Ramsey County <br />should be addressed under a Memorandum of Understanding <br />rather than specific Municipal Consent conditions. The Memo of <br />Understanding will frame a process where MN DOT, the County, <br />and the City can work cooperatively to address issues as they <br />arise. Tolaas recommended that the Memo of Understanding also <br />include the City of Roseville given there will be traffic impacts to <br />that city. <br />Norris reported that there will be a meeting relative to bridge <br />detours and ramp closures that will occur as part of this project. <br />He indicated that Little Canada has inadvertently not been invited <br />to the meeting, but he would extend that invitation. Tolaas <br />recommended that Roseville be invited as well. <br />With regard to the Rice Street Phase II project, Tolaas indicated <br />that he could not determine whether an 1 Yz inch bituminous mill <br />and overlay to this roadway segment was the right investment to <br />be made. Tolaas felt it more appropriate to make a commitment <br />to work together and make adjustments to this section of roadway <br />as the needs become apparent and with MN DOT assisting in the <br />funding. <br />Keis pointed out that a Memo of Understanding between the <br />parties will agree to a process, but he was not sure what that <br />process is. Tolaas again noted that the MN Pass Lane is a <br />design/build project. There is no detailed plan set for this project <br />and specific details are not known.
