MINUTES <br />CITY COUNCIL <br />DECEMBER 27, 2012 <br />OF $658,500 SUBJECT TO FINAL REVIEW AND APPROVAL <br />BY THE CITY ATTORNEY WITH FUNDING FOR THIS <br />PURCHASE TO COME FROM THE CITY'S ECONOMIC <br />DEVELOPMENT ACCOUNT AS WELL AS AN INTERFUND <br />LOAN AS RECOMMENDED BY THE CITY <br />ADMINISTRATOR <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />MN PASS At this point in the special meeting, the Council returned to the <br />LANE topic of conditions relative to the MN Pass Lane project. The <br />discussion returned to condition "C" noted earlier in the meeting. <br />The City Administrator indicated that MN DOT cannot write the <br />City a check making this reimbursement. However, an equivalent <br />amount can be credited to the County and the County, in turn, can <br />credit the City back on the Little Canada Road project. Tolaas <br />agreed pointing out that the County has cooperative agreements of <br />this nature with MN DOT. Norris stated that MN DOT will review <br />the best avenue for making this reimbursement. Norris indicated <br />that he will make this recommendation to MN DOT's district <br />engineer. <br />N. Replace existing glued- laminated sound barrier on east side of I35E <br />with new wall construction so sound barriers are of consistent <br />appearance and quality throughout our city. <br />The City Administrator reported that MN DOT has indicated that they <br />cannot replace functional noise barriers. It was the consensus of the <br />Council that this condition be removed from the City's listing. <br />K. Provide sufficient funding to Ramsey County to pay for the overlay of <br />Rice Street from just north of County Road B2 to Market Place Drive. <br />It is our understanding that MN DOT has asked Ramsey County to <br />delay reconstruction of this road segment given it will be an alternate <br />route due to the impact of the MN Pass project. The pavement is in <br />poor condition and should be improved if the proposed reconstruction <br />project is to be delayed until 2016. Ramsey County and its taxpayers <br />should not have to pay to make this road surface acceptable due to a <br />delay in the reconstruction project caused by MN Pass endeavor. <br />6 <br />
