The table generally reflects the current ordinance, however, one of the issues with <br />current ordinance text is that it is sometimes Tess than clear how certain parking and /or <br />storage allowances should be applied, given the variety of code sections that may <br />apply. These include text in Accessory Buildings and Uses, General Performance <br />Standards for Outdoor Storage, Parking Regulations, and occasionally, the applicable <br />zoning district. <br />An amendment to the code would be expected to incorporate both the graphic and the <br />table as support for the appropriate text changes. Included in the changes would be the <br />following elements: <br />• Define recreational vehicles and equipment, and list separately for purposes of <br />the storage and parking regulations: Self- Propelled Recreational Vehicle, All <br />Terrain Vehicle, Fifth Wheel Trailer, Boat, Snowmobile, Pop -up or Other Camper <br />(trailered, but not self - propelled, etc., and be explicit about which are seasonal. <br />Staff would suggest that most of these are summer - season, and while they may <br />be driven away from the property during the winter, they would generally be <br />considered to be out -of- season during winter months (with an exception for a few <br />days of preparation when leaving or returning). Distinguishing these types of <br />vehicles or equipment will possibly be relevant as to where they may be stored <br />on the property during the off- season. <br />• Define "in- season" for recreational vehicles parked in the front yard. Staff would <br />propose that self - propelled recreational vehicles and recreational vehicles on <br />trailers (or similar, such as fifth -wheel campers) be allowed to be parked or <br />stored in the front yard (on the driveway only) "in- season ". Boats and personal <br />watercraft would be "in- season" from April 1 through November 30. <br />Snowmobiles and similar winter vehicles would be "in- season" from November 1 <br />through April 30. Note that there would be an overlap for all such recreational <br />vehicles during the months of April and November. ATVs would be "in- season" <br />year- round. <br />A question to be considered would be whether the City would want to regulate <br />self - propelled recreational vehicles similar to passenger vehicles (essentially <br />allowing them to be parked on the driveway year- round) or as seasonal <br />recreational vehicles (essentially allowing them to be parked on the driveway <br />only during the summer season. <br />• Consider alternative regulations for open and enclosed utility trailers stored in <br />front or side yards. The open trailers expose what is being stored on the trailer — <br />a recreational vehicle, construction debris, landscaping supplies, or whatever <br />else. An enclosed trailer may have a recreational vehicle, such as a motorcycle <br />or snowmobile, or anything else unrelated to season or use. Staff would like to <br />use the workshop to discuss whether this distinction should be written into <br />separate regulations for where either type of trailer may be kept. <br />2 <br />
