MINUTES <br />PLANNING COMMISSION <br />APRIL 10, 2008 <br />Motion carried 6 - 0. <br />ZONING The City Planner reviewed his report dated Apri14, 2008 relative to <br />ORDINANCE R-1 Zoning District Amendments. The Planner noted that the proposed <br />AMENDMENT- amendments increases the standards for new single family plats which will <br />R-1 DISTRICT help mitigate some of the impact that new plats will have on the existing <br />undeveloped areas. The new platting standards include increased lot sizes <br />and side yard setbacks. The requirement that a lot front on an improved <br />road is also clarified. The Planner noted that the amendment also includes <br />new environmental standards increasing tree preservation requirements as <br />well as establishing an impervious surface maximum of 35%. The <br />ordinance allows property owners to exceed the 35% maximum provided <br />that they do some on-site mitigation such as rain water gardens. <br />Duray asked the impervious surface maximum in the Shoreland District. <br />The Planner replied that the maximum is 30%. <br />Knudsen felt that the new standards were excellent; he only wished that <br />they had been implemented sooner. Duray agreed and pointed out that a lot <br />of thought and discussion has gone into developing these upgraded <br />standards. <br />Helmeke suggested that crown cover be defined in the ordinance. The <br />Planner replied that it is a common standard, and agreed that he would add a <br />definition to the ordinance. <br />Pechmann recommended approval of the adoption of the revised Single- <br />Family Residential (R-1) District standards as recommended by the City <br />Planner with the addition of a definition of crown cover to be determined by <br />the City Planner. <br />Motion seconded by Helmeke. <br />Motion carried 6 - 0. <br />COMPRE- The City Planner indicated that he will have a draft of the Comprehensive <br />HENSIVE Plan update available for review at the May Planning Commission meeting. <br />PLAN The Planner reported that the inventory and demographic work has been <br />AMENDMENT done, and the format of the Plan is being revised to coincide with Met <br />Council requirements. Once the City's review and approval of the Plan is <br />completed, the plan must be sent to surrounding cities, impacted school <br />districts, and the County for their comments. Final submission of the Comp <br />Plan to the Meriopolitan Council is due at the end of the year. <br />-14- <br />
