Knudsen stated that he would be willing to support something of this <br />nature if it would be limited. Socha stated that she would support one Ryan <br />Industrial Park property owner leasing outdoor storage space from another <br />Ryan Industrial Park property owner, not the leasing of space to a business <br />from Minneapolis, as an example. <br />Duray asked how the type of auto repair businesses will be determined. <br />The Planner noted the definitions of each of the types of auto repair licenses <br />will be included in the ordinance. The Planner pointed out that a business <br />that takes in customer vehicles, repairs them, and returns the vehicles to the <br />customer is a typical auto repair business. The business that purchases <br />salvage vehicles and reconstructs these vehicles from clips of vehicles, is a <br />Salvage Vehicle Repair business. <br />Duray asked about the four auto repair businesses currently operating in the <br />City that staff would consider salvage vehicle repair. The Code <br />Enforcement Officer indicated that these businesses are Kurdo Auto Repair, <br />Exact Auto Repair, Schapochnicox Enterprises, and Benchmark Auto. <br />Roger Stanke reported that Kurdo leases space from him and about have his <br />business is salvage vehicle repair and the other half auto repair for <br />customers. The Code Enforcement Officer indicated that, in that case, <br />Kurdo would be considered Salvage Vehicle Repair. <br />Knudsen indicated that the City is trying to achieve its broad objective of <br />addressing outdoor storage code issues without penalizing the average <br />business person in Ryan Industrial Park. Knudsen noted the excessive and <br />unseemly outdoor storage on some properties within the Park. <br />Greg Deeb, Roseville Plumbing, asked who was complaining about the <br />businesses in Ryan Industrial Park or other I-1 zoned areas. Deeb felt that <br />these properties were not generally visible, therefore, not a problem. Deeb <br />noted that he has four semi-trailers that he uses for storage and pointed out <br />that if the ordinance amendment is adopted he will not be able to use the <br />semi-trailers as storage unless they are moved at least 25% of the time. <br />The City Planner stated that he was unsure of the specific conditions of the <br />Roseville Plumbing property, but noted that most of the businesses in Ryan <br />Industrial Park have CUP's. If the businesses are in compliance with the <br />conditions of their CUP's, they will be grandfathered in and not subject to <br />the amended Code until those businesses request changes. <br />Deeb reported that he does not have a CUP. He also pointed out the history <br />of his particular area and the fact that there is no direct street access, nor <br />sewer and water to his property.
