MINUTES
CITY COUNCIL
JANUARY 23, 2013
RVs do extend into the street right -of -way, however. Murphy suggested
that the diagram be modified to show that street right -of -way (boulevard
area). The Planner noted that there is no parking or storage allowed in the
boulevard area.
Next discussed was the "parking of licensed and operable commercial
vehicles" in the front driveway. These are vehicles that are 12,000 lbs. or
less. The Planner noted that one is allowed if operated by the property
resident and if stored on the front driveway. McGraw asked if there were
height or width restrictions currently in the Code. The Planner replied that
relative to what is allowed in the front driveway, there were not.
The discussion returned to the storage of RVs in the front driveway.
Knudsen felt that storage of an RV in a driveway for a week or two during
the winter season should be acceptable, noting situations where a property
owner may be preparing for a trip. Fischer noted that there is a distinction
between parking on a driveway and storing on a driveway. The City
Administrator commented that City staff would work with property
owners in situations where an RV is in a driveway off - season and the
property owner is preparing for a trip. LaCasse pointed out that it is
expensive to store RVs or other recreational equipment off -site.
Those present discussed the proposal for a seasonal limitation on "RV and
equipment and such equipment on trailers" as well as on "large self-
propelled RVs" and the consensus was that rather than impose a seasonal
limitation, the Code should be amended to limit this type of parking and /or
storage by number. The City Administrator reported that there are other
cities that limit these types of equipment and vehicles by the total number
that can be on a property. Knudsen suggested a limitation of three per
property, one of which could be in the driveway. Fischer also suggested
that the Code contain a clear definition of what is parking and what is
storage.
Next reviewed was "Storage of Open Utility Trailer" and "Storage of
Enclosed Utility Trailer (or any such trailer regardless of contents" in the
front driveway. There was discussion of what might be allowed to be
stored on an open utility trailer noting storage of recreational equipment
versus storage of old appliances, building materials, etc. The consensus
appeared to be that only recreational equipment could be stored on an
open utility trailer.
The next discussion item was "Other Storage of Equipment or Materials"
in the front driveway, and the consensus was that this type of storage
would not be allowed.
3
