MINUTES <br />CITY COUNCIL <br />JANUARY 23, 2013 <br />Fischer asked about the storage of garbage and recycling cans. The City <br />Planner noted that there was a separate category for this type of storage. <br />Those present felt that the hours that garbage and recycling cans can be <br />out at the curb for collection should take into account that some people put <br />these cans out the night before collection. <br />The next category reviewed related to the "Additional Front Parking <br />Space ". The consensus was to allow the parking and /or storage in this <br />space of anything that would be compliant with parking and /or storage in <br />the front driveway. <br />The next category was "Side Yard -10' Setback ". The consensus was to <br />allow as outlined in the Planner's graph with the provision that the City <br />not require a paved surface for the last three categories, i.e., "Storage of <br />Open Utility Trailer ", "Storage of Enclosed Utility Trailer ", and "Other <br />Storage of Equipment or Materials ". There was discussion that there <br />should be maintenance requirements added to the Code for the storage that <br />does not occur on a paved surface. <br />The category "Side Yard -3' Setback" was discussed and agreed to as <br />proposed by the City Planner in his graph. <br />With regard to both side yard setback categories, the City Planner asked <br />whether screening requirements should be added for the last three <br />categories. The Administrator pointed out that screening these areas may <br />be difficult to do. There was then discussion about the category of "Other <br />Storage of Equipment or Materials" in the 10' side yard setback. Those <br />present reviewed pictures showing examples of this other storage. There <br />was not a clear consensus about this "other storage ". It was felt by some <br />that if the other storage is orderly and neat and not garbage, it should not <br />be eliminated as an option. The City Planner was instructed to come up <br />with some more detailed options for consideration. <br />The category of "Rear Yard- 10'Setback" was reviewed. The consensus <br />was that any of the parking and storage items would be allowed as the <br />Planner outlined in his graph. However, consideration would be given to <br />applying the maximum number limitation to the entire property. <br />The City Planner indicated that he would redraft the graph for further <br />discussion and consideration in a workshop setting. Murphy suggested <br />that a chart also be developed and both the graph and chart be labeled to <br />be reflective of one another. <br />The City Administrator stated that during the winter no parking ban, there <br />are some property owners who do not have enough driveway space to <br />4 <br />
