The organization began when 10 cities came <br />together and pooled dollars to provide services in a collaborative manner. <br />9 of these cities are still participating. The primary population served by <br />NYFS is 5 to 21 year olds but, they have also learned that the entire family <br />must be involved. <br />Fromatka indicated that NYFS has a $3.6 million annual budget, and the <br />three program areas they provide address mental health, youth <br />development and day treatment. Hromatka then expanded on the service <br />components of each of these program areas. <br />Hromatka informed the Council that services are assured for all residents <br />of the nine participating cities, regardless of an individual's ability to pay. <br />He indicated that NYFS goals for participants are to improve educational <br />attainment, prepare them to be part of an effective workforce and better <br />citizens. Hromatka indicated that the services provided by NYFS result in <br />reduced costs to the public given that negative behaviors are addressed <br />and participants redirected in a positive manner. <br />Hromatka also noted that the support provided by NYFS allows the <br />organization to leverage other resources in the form of grants. He then <br />reviewed a service summary comparison for 2011 and the first nine <br />months of 2012 and estimated that for the City's $14,856 investment, over <br />$100,000 of resources served Little Canada residents. <br />Hromatka then summarized 2012 highlights for the NYFS organization, <br />noting that it has merged with White Bear Lake Area Community <br />Counseling Center (WBLACCC), which expands the services provided by <br />NYFS to 15 municipalities and 5 school districts. NYFS is also providing <br />diversion for all of Ramsey County through the County Attorney's office. <br />Hromatka went on to explain the corporate partnerships that NYFS has <br />with companies such as Land 0' Lakes, Boston Scientific, and US Bank. <br />NYFS is also using social media as one tool to communicate with clients. <br />NYFS continues to work on ensuring its financial sustainability. <br />With regard to the future, Hromatka noted the challenges and <br />opportunities of having a larger service area, the impacts that the <br />Affordable Care Act will have on NYFS, the potential for constricted <br />funding given the potential for fewer available dollars, and the evolving <br />community. Hromatka also listed NYFS partnerships, noting that the <br />organization is active with all its partners. <br />Blesener asked about the larger service area. Hromatka indicated that <br />NYFS is encouraged and excited to expand the area it serves, and noted <br />that the organization has a staff of 50 full -time employees, 20 part -time, <br />2 <br />
