MINUTES <br />CITY COUNCIL <br />JANUARY 23, 2013 <br />ORDER <br />APPRAISALS <br />FOR <br />LITTLE <br />CANADA <br />ROAD <br />IMPROVEMENT <br />obligated to have the power lines buried; however, if they are not buried as <br />part of this project, it will be many years before the opportunity presents <br />itself again. <br />The Council discussed burying power lines on Rice Street and asked if the <br />City was obligated to bury these lines if the City of Roseville buries the <br />lines on their side of Rice Street. The Administrator noted that Little <br />Canada will not be obligated to bury the power lines on the east side of <br />Rice Street. He pointed out, however, that this issue was dealt with <br />cooperatively with Roseville as part of the Rice Street Phase I project. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -1 -16 — DECIDING NOT TO BURY THE <br />POWER LINES ALONG LITTLE CANADA ROAD FROM 35E TO <br />EDGERTON STREET BASED ON THE ASSOCIATED COSTS, AND <br />INSTRUCTING THE CITY ADMINISTRATOR TO SEND A LETTER <br />TO THE PUBLIC UTILITIES COMMISSION EXPRESSING <br />CONCERN WITH XCEL'S PRACTICES ON THE ISSUES OF COST <br />RELATIVE TO THE BURYING OF POWER LINES <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). Montour, Keis, Boss, McGraw. <br />Nays (1) Blesener. Resolution declared adopted. <br />Blesener suggested that staff discuss this cost issue with Xcel to determine <br />if there is a way to reduce the costs for burying the power lines. <br />McGraw indicated that he voted against burying the Little Canada Road <br />power lines based on cost, that there is no assurance that the estimates <br />provided by Xcel will be close to actual costs, and given concerns with <br />implementing another CRFS. McGraw noted that a CRFS will likely be <br />needed to pay the cost of burying power lines along the Rice Street Phase <br />II project. <br />The City Administrator recommended that ordering appraisals for the <br />Little Canada Road Improvement Project be tabled at this time. He <br />indicated that he only received one response to an Request For <br />Proposals (RFP) for this work, and would bring additional information <br />to the Council at the February 13th meeting. Council agreed to table <br />this agenda item. <br />8 <br />
