Item 14: <br />include items such as modified signal timing, MnDOT would propose entering into an <br />agreement with the City and /or County to compensate each for the work performed. If City <br />or County forces are not able to perform modifications to signal timing or other identified <br />temporary improvements not included in the MnDOT construction contract, MnDOT will <br />then contract with a private firm to do the work. <br />Replace existing glued- laminated sound barrier on east side of 135E with new wall <br />construction so sound barriers are of consistent appearance and quality throughout our <br />city. <br />Response: MnDOT will not replace the existing glue- laminated noise barrier due to its appearance. <br />The same situation exists in the City of Maplewood. The noise barrier is functioning as <br />intended. <br />MnDOT will continue to work with the Cities and the County to develop and implement temporary <br />traffic management strategies as part of the I -35E MnPASS project. We have involved the City <br />and County staff in the traffic modeling for regional and local roadway networks as a basis for <br />looking to provide for these strategies in advance of construction starting. We will provide the final <br />report on the traffic modeling completed for the project immediately when completed by MnDOT's <br />consultant. There will be continued business outreach before, during, and after project completion. <br />To make this successfully happen, MnDOT has hired a public relations firm to assist MnDOT <br />Public Affairs to respond to any questions or concerns in a timely fashion. Additionally, an up to <br />date website and constant contact internet services will be provided. <br />Finally, MnDOT will enter into a Memorandum of Understanding ( "MOU ") that will include each City <br />and the County prior to the beginning of construction activities on 1.35E. The focus for the MOU <br />will be to identify roles and responsibilities of each of the signatory parties and to establish <br />recurring meeting schedule at which issues related to local traffic operations can be reviewed and <br />decisions on appropriate actions can be made. It is highly recommended each City and the <br />County identifies locations that will benefit from temporary traffic management strategies early on <br />so items such as temporary signal installations can be included in the MnDOT construction <br />contract. The party responsible for management of the temporary facilities will be identified in the <br />MOU.
