Response:. Peter Wasko, Metro District Air and Noise Analysis Expert, is knowledgeable of the area in <br />question. He will evaluate noise source and investigate any potential opportunities that <br />may address the noise concerns of the neighborhood. Depending on the source, there may <br />not be any prudent solutions. <br />Item 11: <br />Provide sufficient funding to Ramsey County to pay for the overlay of Rice Street from <br />just north of County Road B2 to Market Place Drive. It is our understanding that MnDot <br />has asked Ramsey County to delay reconstruction of this road segment given it will be an <br />alternate route due to the impact of the MnPass project. The pavement is In poor <br />condition and should be improved if the proposed reconstruction project is to be delayed <br />until 2016. Ramsey County and its taxpayers should not have to pay to make this road <br />surface acceptable due to a delay in the reconstruction project caused by MnDot's <br />MnPass endeavor. <br />Response: MnDOT did ask Ramsey County to consider delaying the pavement project on Rice Street in <br />response to the construction project on I -35E In years 2014 and 2015. The reason behind <br />this request was at the time there were considerations to change lane configurations and <br />striping. This will now not be considered on this segment of Rice Street. It is anticipated <br />little impact to traffic operations or increased traffic volumes will occur in year 2013. In <br />years 2014 and 2015, additional traffic is anticipated. But by having an official detour <br />signed especially for heavy commercial vehicles, little additional damage to Rice Street is <br />expected. <br />Item 12: <br />MnDot should add (fund the cost of) turn lanes and pedestrian ramps at Little Canada <br />Road interchange with I -35E to ensure traffic flow through this area is handled as <br />efficiently as possible given this will be a key jumping off /jumping on point for 1 -35E. <br />Response; MnDOT will enter into a cooperative construction agreement with Ramsey County to fund <br />the construction of ADA compliant pedestrian ramps at the NB 1 -35E ramp intersection with <br />Little Canada Road as part of the year 2013 Ramsey County project on Little Canada Road, <br />Additionally, to reduce the demand at this location, MnDOT is requiring that the i -35E <br />southbound ramp to TH 36 westbound be open during the duration of the project thereby <br />substantially reducing regional traffic using local roadways to continue on to the west of 1- <br />35E. <br />Item 13: <br />MnDot should add (fund the cost of) turn lanes at Little Canada Road and Edgerton Street <br />given the increased traffic flow that will occur at this intersection due to the construction <br />of the MnPass project. This work should be done in the summer of 2013 and in <br />coordination with other Little Canada Road Improvements contemplated by Ramsey <br />County. <br />Response: MnDOT desires to identify locations on the local roadway networks were it is anticipated <br />traffic operations will be impacted by the construction on 1 -35E in years 2014 and 2015. <br />MnDOT will consider funding agreed upon low cost temporary improvements such as <br />temporary signals, striping turn lanes, and signing for peak hour parking restrictions to <br />mention a few. if the locations and temporary improvements can be quantified, MnDOT <br />will include those items in their construction contract.
